This paper presents the basic assumptions and details the variables involved in the study based on the physical training requirements of students in college volleyball programs. The physical training programs of different time periods are coded to establish a 0~1 integer planning model. Establish a dynamic delimitation model based on genetic algorithm to solve the problem, define a function model containing 8 elements, take the method of decision variable value interval sum to solve the problem of coding length is too long or too short, and sequentially carry out population initialization, cross mutation and fitness function transformation. When the training stop condition is satisfied, the model outputs the optimal solution, and finally completes the model solving process. Determine the research object and algorithm parameters, and use the experimental simulation method to explore the model solution and application effect respectively. The optimal solution for the physical training program for students in volleyball courses in different time periods has been obtained, which can achieve the completion of all physical training programs in the shortest time. Taking the boys’ step experiment as an example, the difference between the mean values of the two step experimental indexes is 1.495, and after applying the dynamic planning program for physical training, their physical fitness indexes after training are significantly better than those of the traditional teaching and training methods.
